ROWLEY, Mass. — The owner of a local dog kennel has been charged with dozens of counts of animal cruelty and other charges, Rowley, Massachusetts, police said.
April Bernhardt, 40, the owner of Hydrant Regency, was arrested and charged with 39 counts of animal cruelty by custodian and animal cruelty after a joint investigation conducted by Rowley police, the MSPCA and the Animal Rescue League of Boston.
